DVL Telecom is a telecommunications group operating in Ukraine, serving over 13 million customers through its two main subsidiaries: lifecell, a national mobile operator, and Datagroup-Volia, a leading provider of fixed broadband, TV, and enterprise connectivity services.

The group offers nationwide coverage across mobile and fixed networks, and is progressively introducing convergent services combining mobile and home internet. DVL Telecom continues to invest in infrastructure, retail expansion, and digital tools to support connectivity needs across the country, including in difficult conditions.

DVL Telecom is backed by NJJ, the private investment arm of French entrepreneur Xavier Niel, founder of Iliad and a long-time investor in telecom and digital infrastructure across Europe and emerging markets.

Consortium Led by Xavier Niel Completes Acquisition of DVL

A consortium led by NJJ Holding (“NJJ”), the investment firm owned by Xavier Niel, the founder of leading European telecom group Iliad, today announced that they have acquired both Datagroup-Volia, Ukraine’s leading fixed telecom and pay TV provider, and Lifecell, the country’s third largest and fastest-growing mobile operator. The transaction closed following fulfilment of conditions precedent, including all required regulatory approvals.
